Top 10 Executives and Government Agencies Amassed P10.14 Billion in Unliquidated Cash Advances

The Commission on Audit reported during the year 2013 that a total of 10 top executives and government agencies, including some of the most prominent and high-profile members of the Aquino administration, had amassed P10.14 billion in cash advances.



The alleged list of Top 10 executives listed below failed to liquidate within and even beyong the prescribed period. The Aquino administration also failed to explained the unliquidated cash advances by various agencies but none of these things were reported on national news media.

Here's the Top 10 COA List of Personages and Agencies with Gigantic Unliquidate Cash Advances:

1. The Commission on Elections = P3.214 billion in unliquidated advances.
2. The Department of Education under Secretary Armin Luistro = P2.23 billion.
3. The Department of Interior and Local Government (DILG) under Sec. Manuel Roxas = P1.1 billion.
4. Defense Secretary Voltaire Gazmin and the Department of Defense = P685.62 million.
5. The Department of Justice (DOJ) under Secretary Leila De Lima = P617.44 million.
6. The Department of Social Welfare and Development (DSWD) under Secretary Dinky Soliman = P452.55 million.
7. The Department of Agriculture under Secretary Proceso Alcala = P354.50 million.
8. The Office of the President = P340.87 million.
9. Other Executive Offices (COA did not identify) = P297.53 million.
10. The State Universities and Colleges (SUCs) = P160.27 million.

Aside from the Top 10 Departments and executives under the Aquino administration, the Commission on Audit also reported that “other departments, offices” had a total of P676.51 million, the COA says.
