Sen. Ping Lacson to Refile the National ID System Bill in the 17th Congres

Former PNP Chief and incoming senator Panfilo "Ping" Lacson said during an interview with some media that he will be refiling the National ID System Bill in the incoming 17th Congress under the Duterte administration.




The highly controversial national ID system got a strong opposition from various groups particulary the human rights groups and various non-government organizations who feared that the details in every national ID could endanger every Filipinos.

During the year 1996, Pres. Fidel Ramos issued Administrative Order No. 308 adopting a National Computerized Identification System.

Based upon the proposal of Sen. Ping Lacson, the ID Card shall bear the cardholder's photo, name, signature, birth date, gender, date of issue, serial number and such other dat that may be deemed necessary by the Philippine Statistics Authority.

The proposed national ID car is required to be made tamper-proof security material, shall be non-transerable and valid for life.

It may be It may be replaced only if:
– when a child becomes of legal age at 18 years old;
– there is a change in name or family name by virtue of a court order or application of law, such as a woman who adopts her husband’s surname;
– in case of loss or destruction; and
– for other revisions deemed necessary by the cardholder, e.g., changes in facial features due to age or medical intervention.
