Manila-Clark Bullet Train & MRT-7 to be Constructed Under BOT
A build and operate (BOT) scheme will be utilized by the Duterte administration in building the proposed Manila-Clark Bullet Traina nd MRT-7 project according to the National Economic Development Authority (NEDA). The proposed BOT scheme for such a major project is in accordance with Republic Act 7718.
Based upon the initial development of the project, NEDA revealed that the Japan International Cooperation Agency (JICA) will fund the $1.43-billion MRT-7 Project.
The MRT-7 Project involves the construction of a new MRT line that will start in Barangay Tala, San Jose Del Monte, run through Fairview, Commonwealth Avenue, Quezon City Memorial Circle and North EDSA.
The JICA-funded MRT-7 will end in the Paramount Theater in front of SM City North EDSA and the Triangle North of Manila (Trinoma) Mall. NEDA also noted that that the last station in Paramount will be a Mega Rail Station. MRT-7 will be linked to the LRT-MRT Closing Loop Interconnection Project.

The Manila-Clark Bullet Train Project involves the construction of new railways between the lanes of the North Luzon Expressway (NLEX).
Based on the initial statement released to the media by Clark International Airport Corp. (CIAC), the Clark-Metro Manila Bullet Train Project will be called "Express Airport Trains" that will have at least three stations in Metro Manila.
The proposed first-ever bullet train in Philippines will have at least three stations or stopovers in Metro Manila that include Balintawa or near the Trinoma Mall or SM North EDSA; Dimasalang or University of Sto. Tomas in Manila; and Buendia, Makati City.
Once the bullet train project will be completed under the watch and leadership of Pres. Rody Duterte and his cabinet members, the bullet train will cut travel time from Clark to Metro Manila and vice-versa to just 45 minutes.
